Preheat your oven to 375°F (190°C).
In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Add the chopped onions and minced garlic to the skillet. Cook until the onions are translucent.
Stir in the flour, salt, and black pepper. Cook for another minute.
Gradually add the beef broth, stirring constantly until the mixture thickens.
Roll out one sheet of pie crust and place it in a pie dish. Pour the meat mixture into the crust.
Cover with the second sheet of pie crust. Seal the edges and cut a few slits on top to allow steam to escape.
Bake in the preheated oven for 45-50 minutes, or until the crust is golden brown.
